The dynamic civilizational changes witnessed in recent years around the world are the result of the rapid development of information and the technologies that support it. Cyberspace is a new sphere of influence of these processes. With the development of cyberspace, the threats that it contains are evolving. Currently, no country has a completely secure cyberspace, so it is necessary to take new measures to minimize losses from attacks. However, this is not easy, as cyber threats are characterized by unpredictability and global reach. Cyberspace today is a symbol of development, but also of freedom and privacy, and any interference with its functioning is associated with an attack on these values. In countries committed to building an information society, cybersecurity is considered one of the most serious challenges. The responsibility for ensuring cyber security rests with all users of the network, but a significant role is played by certain public administrations, one of whose primary tasks is to act to ensure security and public order. Cybersecurity’s definition changes, and so does responsibility for this phenomenon. Today one can mention cyber liability, the scope of which is as flexible, changeable, and unpredictable as cyberspace itself, also in terms of future regulations.
